Description
Living near the ice ceiling, the Icers gained their namesake from their environment of choice. The Inuits are Icers that dedicate their lives to the study of new technology. They construct their massive cities out of the ice itself, the water being the ideal temperature for the ice to be malleable to work with yet strong enough to form structure.

This reminds me of the Polish book "Pre-Spring" (pl. "Przedwiośnie"). The protagonist's father tells him about the so-called houses of glass.
